Central European University (CEU) has encountered applicants who have been granted refugee status  by Austria or other state or are being assessed for refugee status or are in refugee-like situations whose existing qualifications require specific means of assessment and recognition. This policy is intended to establish procedures for assessing qualifications for entry to Masters degree programs at CEU by refugees and asylum seekers or individuals in refugee-like situations.

The policy applies to all credit-bearing courses, activities and programs offered via the distance education format by Central European University (CEU). The purpose of this policy is to ensure compliance with the standards of the United States Higher Education Opportunity Act (HEOA) concerning student identity verification in distance education. In line with the requirements established by HEOA, CEU ensures that individuals completing credit-bearding coursework and other activities at CEU are the same students who have enrolled at CEU and registered for the respective programs and courses.
